Do you work with clients outside Pakistan?

Yes. Most of my work has already been with agencies and businesses outside Pakistan, so I’m comfortable working async and keeping communication clear across time zones.

Do you only take large builds?

No. I’m happy with focused plugin fixes or integration work as long as the scope is clear enough to estimate honestly, and I also take on longer backend or product-support engagements.

What if I’m not sure whether this is a WordPress problem, an API problem, or something else?

That’s fine. Send the rough version. A lot of the useful early work is figuring out where the actual problem lives before anyone starts coding the wrong solution.
